Project Title: Drug Testing Issue
Issues related to drug testing requirements were addressed by the SOCP membership. A Federal regulatory provision exists that authorized the USCG to lower the annual random selection rate from 50% to 25% for all crewmembers who perform safety sensitive functions on a vessel. The positive rate for crewmembers on ocean going vessels was consistently less than 1.0% while other segments of the industry have remained at more than 2.0% for a number of years. Given the fact that the positive rate for the deep-sea industry was less than 1.0%, it was suggested that SOCP and other organizations sharing the same view revisit this issue with the regulatory authorities.Another issue dealt with testing crewmembers within two hours following a serious marine incident. SOCP facilitated discussions with regulatory agencies regarding a potential rule-making project on this issue.
